Generally yes. Ian may have a further scene if he is with Minerva or Alison.
Doesn't Axel get Cindy on every route or is there a way to avoid those two characters meeting while Ian gets Cindy?

He always makes a move on her, but Cindy can react slightly different towards it. If Wade broke up with her peacefully, she is conflicted and asks for Wade, indicating that she isn't buying Axel promises entirely. If Ian shows boundaries, she rejects Axel's advances.

Does she really reject Axel's advances ? I thought it was a bit more ambiguous than that, even though Ian does try to set boundaries with her. It seemed to me like she kind of let Axel do whatever he wanted without really pushing back. At least, that’s how I saw it. I also remember her seeming pretty hesitant when Ian asked her to explain why she was being so passive with Axel.
Whether it’s with Wade or Ian, Cindy always seems to have a rather ambivalent, even slightly dubious attitude toward Axel. And I think that’s intentional. It feels like EK want to create tension and stir up some drama around Ian by keeping things unclear when it comes to Axel.

I always saw the clothing difference to be a deliberate bit of visual story-telling on Eva's part. If Cindy is wearing the beige/brownish top Axel didn't get all the way with her, though how "touchy" he might have gotten can be up for debate.
The white top is at the very least when we are supposed to know for sure that she did get with Axel, no if's and or but's.
On that first part though it's more how I interpret it, there isn't really direct confirmation beyond what Cindy claims.

Interesting, if that’s true at least. I hadn’t really paid attention to those little visual details, let alone thought they might be clues about Cindy’s true attitude. I guess only the story will tell us if that theory holds up or not.

Yes, I feel more confident about "white top = fucked Axel 100%" and if if the opposite isn't true for beige top then I assume we'll find out soon enough.
It could also be that beige top is deliberately a more "uncertain" state for Cindy where our choices in the next chapter might determine retroactively how far things with Axel went.

Well, the white one is just more revealing, more slutty if you will, where the beige one covers her up a bit more. I don't think it's super symbolic of anything other than Cindy being less attached to Wade, Ian or herself. If she's on any of the love routes with Ian or Wade breaks up with her, she'll show up wearing beige. If she breaks up with Wade and her and Ian are only casual or uninvolved then she'll be wearing white.
