Chapter 20 as the final chapter makes a lot of sense! It gives Eva Kiss enough time to properly wrap up the main storylines for a solid Steam release, with the potential for DLC to explore side characters later on.

There are still many major plots, like Seymour and that homeless man backstory, the mayor election, the MMA tournament, and the book contest. I think seven chapters is the sweet spot to tie the story together.
