Because if there's no scene with Ian, it doesn't make sense, or it's a major spoiler for Ivy and Ian's storyline. Maybe the author is planning an unexpected twist.
I would like a happy ending for Ivy and Ian's route, where Ivy radically changes for Ian and for a new, better life.

I mean, the original plan was for Ian and Ivy to not really ever have a scene together. I think EK relented after enough push back and started having them interact a bit more. But even still, Ivy squealing to Lena that Ian hit her (Ivy) up on her DMs seems indicative that perhaps EK has rescinded that change of heart.
Also, if any bad girl radically changes for Ian and gets a better life, it's going to be Jess. That has been an ongoing theme for his and Bad Jess' relationship already. Ivy will be cutting into that storyline with less set up than Jess has had if that ends up being the case.

But I think Ivy would have been an interesting alternative to Ian, compared to the other girls. It's really weird why Ivy wasn't there at the beginning(I mean, why weren't there any planned scene), and there's no need to add Jess, there are already so many characters.

No, but I remember her showing up at the end of the last chapter during Ian's PoV and we've been in Lena's PoV since. Not really sure what your outrage is about.
