Could have been at some point in the development maybe, but I don't think it's going to be the case anymore because I don't think Mr Patreon would be convinced
When the most people have to support this theory is "they both have blue eyes and the guy seems obsessed with her" you could use the exact same logic to arrive to conclusion that Axel is actually, clearly, Lena's long-lost older brother or whatever.

Between tightening restrictions on patreon and steam, public attitudes towards this kind of content, as well as the total lack of it so far in ORS anyway, the general assumption is that the game won't have incest content at all. If you try to discuss the topic on the official discord for ORS, you'll be warned by the moderators with half-sarcastic replies telling you there was no incest in GGGB and there won't be any in ORS either.
Since Lena and Seymour can fuck, any family ties would turn his conent into incest content, for that reason I would assume that they aren't related.

Respectfully I feel you are being particularly unfair in this instance.
- In the conversations with Lena it appears clearly that there was a woman, the project of a family and maybe a baby a long time ago, according to Seymour.
- Seymour hints on several occasions that there is a secret reason why he is so obsessed with Lena.
- Lena's Dad is only her stepdad, her father abandoned when she was very young.
- When Lena meets Seymour, she does think he looks particularly familiar, and she does not know why.
As for the "patreon point", everyone seems to forget that a lot of facts that look canon in this game, are actually not. It might well be the case here.
Just as, according to your choices, Jess might be with Dave, with Ash, or with no-one, maybe we will come to realize that, yes indeed, if Lena does sleep with Seymour then he is not her dad, but that if she does not, then yes he is. Patreon problem solved.
I have the same pet theory about Mike's girlfriend for example. It would certainly not surprise me that Mike's girlfriend is Gillian only in the case of specific choices you've made, and that with other choices it will not be her.

She saw him and Axel at the restaurant where she was working at, and Axel met Lena after a long time. She was so preoccupied with Axel that she forgot about Seymour being there. It's later rectified in the game when Lena recalls that incident again.

I don't think this would be a feasible solution though. Jess is a cameo character, while Seymour and Lena are the vital to the plot, the amount of work required to create the parallel branches in which there's a biological relation or not is too prohibitive to be on the table.
I personally think if it is the case that Seymour is Lena's father it wouldn't be confirmed, merely suggested, and left for the players to wonder the fucked-up-ness of it all.
I believe that the only requirements for the Holly Trinity route are being in the Ian-Holly or Ian-Lena romances and consistently choosing to pursue Holly as Lena. I don't think that there are any 'holly route' related choices the night that she meets Mark in the club so it might be fine. But it's a really tight rope to balance, seeing as going that way might lock her in the corrupted route if you don't pick all the right choices.

Yeah but idk how many times I saw posts of asking for incest patch for other games. Some Devs refused because not only characters aren't related hence rewrite, they didn't want to include incest in the story. That didn't stopped some players to complain not respecting Devs.

IIRC no -- for Holly to hook up with other people she needs to either be fed to Ivy which closes the trinity path, or she has to be largely ignored by both Ian and Lena, which makes her go for Clark.
I really don't think so -- there's nothing unfair in not putting much stock in the train of thought that goes "Lena has step-dad therefore her real dad could be Seymour because he seems obsessed with her and he's allegedly had sex with a woman in the past".
Ironically, i do find the Mike/Gillian theory more believable (to the point it has occurred to me as possibility without reading about it first) but that is because it has more elements where what we hear from Gillian and Mike about their respective partners fits together, and there's much tighter match in presented timeline than just a vague "there used to be a woman".
