It can potentially develop into a full fledged romance route. Well, "full fledged" may be overselling it -- it's a bit sparse content-wise, with Cherry not getting much screentime.

If your talking about the last chapter then yeah, especially if Lena isn't with anyone there and trying not to cheat on anyone, then there's really not much to do. It's especially pointless if Lena refused to work with Billy. It just feels like Filler.

Lena only refuses to work for Billy if she's already with Seymour. What do you mean by that there's nothing else? Jeremy and Mike have a potential path with her. Anthony and Zarina, probably. But I agree, this update is for degen Lena, with a possible pregnancy and drug dependence.
She's there to accompany her bff Ivy, what's so weird about it? The same logic can be applied to Ian's beach party on ch. 12 - if Ian's loyal to Lena, then it's just a random hangout spot between a group of friends.

Yeah, it's unfortunate, and I also think it doesn't fit her at all being there if you made certain decisions previously but then again, if they made her skip the party just because we said no to Billy, we would also have several updates where we basically don't get any content with certain Lena paths, so it is what it is.
