Nah their birth rates fall off a cliff too as soon as they get any money. Humans used to have a high birth rate and death rate that evened out. Modern medicine, hygiene, and agriculture caused death rates to drop, leading to a population explosion. But as countries industrialized and became more urban children went from free labor to extremely expensive economic burdens. This also has a natural aspect as animals that have low survival rates have more children while ones with high survival rates instead invest more resources into a smaller number of offspring. Once nations transitioned to service based economies it takes even longer to become financially independent due to many jobs requiring further education and training, causing people to have children later in life and broadening the age gap between each new generation which lowers overall numbers.
Culture plays some role, i.e. mormons, but even their birthrates are declining. You only have to look at rich muslim countries like qatar to see their birthrates plummeting below replacement level just like everyone else. African countries are experiencing population growth right now because they haven't fully industrialized, but they'll meet the same fate. The global population will peak around 11 billion and shrink from there, with the more "developed" economies experiencing precipitous declines.
Anyway this game is completely broken as far as I can tell, but they've supposedly patched that lever in the newest version. Honestly shame on them for letting a completely gamebreaking bug slip into release. The game itself remains mediocre, with those very slow elevators remaining aggravating and the rest being mid.
