It's certainly part of it, but we do have to look at what the game has given us as a result:A lot of correct observations. Still, when you go by their personalities, the probably best outcome would be a win by Felicia! Feli is actually one of the nicest characters in the cast, winning would give her the own money/influence to save her school, which is the main reason she is at PC in the first place. Felicia also gives, if you choose so, Rosi the money to calm the loan sharks, despite they are competitors. If Feli wins and has halfway good relations with Rosi, I am sure a goodsih Edwin could convince Felicia to give her enough money to get the loan sharks off Rosi´s back. (Rosi might still be "moonlighting" at PC in the future even on a good Edwin run, but that would be Rosi-specific choices)
Maybe Felicia would give Veronika some money to save her gym, but only maybe. Not only is the amount of money needed a lot higher than that for Rosi, Samson has to brought to let his obsession with Veronika go, but the main problem here is that Veronika and Felicia dislike the other. Felicia is a proven nice person, but like with everybody, there are borders how far you go.
The Rosi deal fell through when you have to pull from club resources to get it resolved ultimately.
Felicia wants power and if she gets into "Da Club" she has social access. But what's the cost? She's a member but you've seen the lion's den she's in. How does SHE utilize what's she's coveted?
What we're seeing is that Felicia might be wanting to do things with her own power, but still relying on others. Sure, she can get Samson to let go of his obsession but it might backfire to targeting her instead. Felicia needs the power (and to an extent, the confidence) to do things herself. Create and build her OWN base, not just a network. She can certainly get away with building a talent agency or art house which could be, but she's looking into a dark void which might not be what she wants in the end. Such is the power of chasing what she perceives as good and easy if she wins.
And Felicia and Veronica certainly start off on the bad foot but seeing as how Felicia would eat that clam chowder if given half a chance right along with Veronica is the largest perv, they have quick ways to amend that bridge.
