Edwin was a kid in middle school when he's done his backstory things. What trouble with the police? Any and all legal liability for his actions was on his mother. Furthermore, the Carnation club only exists for 4 years or so. There's no reason to believe Chuck would have any real pull with local police and/or school board to speak of at the time Edwin was having his episode. These people only become members of the club some good half decade later, maybe even more.
When Chuck want's something he will go after it. Relentlessly. Just look at his chess games with Sophia. Leverage just makes it easier.
No law expert, so I dunno who would be liable in the end, but either way Vicky might face custody issues. Not something she wants to deal with.

Chuck is basically a local celibrity, with enough money to throw around that everyone wants to be his friend and a reputation that dissuades people from becoming his enemy.
He is also a long time friend of Kathleen, who's married to a judge.

Not like he needs much pull anyways. Edwin's fuck-ups are minor from the police's perspective. Easy to drop such an investigation if a powerful man reassure's them it's unnecessary.
However, from Victoria's pov the consequences of those investigation could be horrendous. Better to do everything in her power to stop them.
