The work upload link works, but if this doesn't work for you, then go back to the OP and click on the 'Report' button in the bottom left of the post, and let the moderators know that the links need updating. Someone should be around shortly to re-up the links.

Idk, works fine on Linux actually. At that screen i had to wait a few seconds but the content warning comes up next without pressing any buttons. Try starting it from a Command Prompt to see if there's any error messages.

Nope. Tried that command prompt thing and tried waiting. It crashed and for some reason took Gimp with it.

Yes that's correct. They released the game in 2 parts for some reason. I have the original censored version so i have a folder named "CG" instead of "Uncensored_CG." Maybe the archive you downloaded is broken? Maybe it's a Windows compatibility problem?
