there's sort of a guide to the game - keep checking the quest objectives menu (found on the bottom menu bar while looking over the city). if nothing shows up, send all of the girls at once to a different place each day. for example, send all 3 to the aces one day and then send all 3 to the outsiders the next. as long as you pay attention to the dialogue for when questlines suggest you go run a quick mission to capture a leader, you'll finish the game easily.
