That could be the explanation, that condomless is meant only for humiliation path (that I'm not interested to even try) but it feels more like a bug as you can see the code that should set it up, but it does not.
Agreed with people missing a lot. I've only found out now about the 2 girls you can meet outside the day before and meet again in the club looking for their phone.
Not sure about a walkthrough, but maybe a gallery with the main scenes and hints on how to get there.

Agree that the game needs at least a path helper, not necessarily a full walkthrough, but a path help to find them. There are a lot of paths, you can truly finetune your holiday the way you want, e.g. Stag NTS, pure Swinging, Cuck NTS, soft NTR, hard NTR, vanilla love, voyeurism, etc., but currently you have to experiment a lot since in some cases only a specific event chain leads to the desired path.
But generally "Paradise City" is a great game with thankfully lots of paths to explore!

This game’s choices and logic is like IKEA instructions written by a drunk raccoon.. convoluted for no reason at all.
Have not played the new update yet. But in the old version you can decide that you like her doing things without you knowing and you can talk to her about it for soft NTR. NTR is not my cup of tea, got the NTR paths by accident. I prefer the Swinging, NTS and love (which is a funny playthrough so far) paths.
Is this yet another of those VNs where you can in theory avoid NTR but that way you miss a ton of content and most of the point of the game?

Not really, on NTS and Swinging you also have really much content, if you find the correct decision chains, for instance you can met Amanda´s Dad, who invits you to a fraking wild party a few days later, but so far I found only two ways to get it. You can reach them on NTS, Swinging, even vanilla love, probably even NTR (I do not like NTR so I do not play these paths), but only with specific choices including Amanda.

For those who like to try to get multiple variants and therefore will run into several script errors, here are the fixed files I made on my copy, until there is an official update (hopefully with even more fixes than what I found).
Just put the files in your \game\story folder and overwrite the old.
Again, this is only for typo related errors, nothing else.
