I don't know where, but something has gone wrong somewhere. My park rating is 0, and I cannot figure out how to find prey for clayton. I was prompted the dialogue for fireworks and parade but I cannot figure out how to do those either. Have I accidentally soft locked the somehow?

you can raise your park rating slowly by going into the office, clicking on the computer, and assigning the girls to different things like parades and fireworks shows. rotate them so that you can keep it fresh. as for Clayton, keep checking wherever there's a ! and something about wild animals should pop up and from there, you should be able to have him hunt them down. you can also assign girls to the strip club and that should help raise your park rating

Probably an oversight, but you can get the dialogue for the parade and fireworks before actually unlocking the schedule tab which is through belle's route.

Unless 1 of the girls comes out as mega-tsun and you need to bitchslap her into "submission" (and even then it's a stretch), mind control has very little chance to be in the game.
