Rue is missing. You can Downtown-City Hall-Council Chambers regulate the city change things and you get new places. Go to the park and visit the festival you can meet her there. When you have done this you can meet her on the beach and later on the nude beach.

You can make her a wife/slave, with a collar instead of a ring, and a wedding ceremony where she crawls down the aisle, leashed like a dog. There’s not a lot of material there, but the path exists.
