I have version 2.61
and have completed 86 quests, unfortunately I don't know how many there are? And I played a total of 42 hours

In game are now 112 quests. There is somewhere list of them.
Have you got Decensor patch? It brings you some another quests.

The walktrough says I should speak to Victoria about posting guard for the safety of cargo transport, but I can't find any option on this matter in dialog. How do I get this done?

Rule of thumb if you see a bug fix that matches the game version you are downloading then you need it, ditto for hotfix.

Vampires. Temple. Tower. Alot of other side stuff can break. It depends on you're run as the breaks can change by person & saves.
I don't want to waste my time playing porn games by running around on a map. RPGM games are unplayably dull and grindy to me.
So there is a need. A Ren'py remake would allow me to play this story.
lain's mod breaks it because it is outdated,
but i don't think the Jong Games's mod breaks anything (a new galley mod in OP) unless you've encountered some...
