Just that they were often villains trying to trick the protagonist into letting their guard down, and then they reveal their true appearance. It's not saying that being a deceitful villain is enough to make a person a monster girl.
Then this part is just saying monster girls look less monstrous than males of the same species in most cases. Example, Frankenstein's monster vs his bride.or if not, then less monstrous than males of equivalent ability."
