Part of the nobility so high, but historically how high depends on the country and when in time. Generally it's baron -> count/viscount -> marquise -> duke/earl -> archduke (if it has any) -> king -> emperor. If there's an emperor they may or may not have vassal kings under them. There can also be landholding knights lower than the barons, but those usually aren't considered nobility (but nobles might also be knights as a separate thing). Occasionally there are landholders who are neither knights nor nobility. Can me ask is Baron a high position or just a low position? i am not european so i don't know much about this kind of title.
In PQ there was a Count Orlov (he died, you can buy the contraptions he ordered from Marcus) so presumably there are others higher up the chain before you get to the King.
Regardless of how the ranks work in PQ, the Baron is a noble. High enough that someone caught messing around with his female relatives is in real deep shit.
