i mean if ya think about it Halflings are basacly a race of midgets... and if you think more then Pygmies from Africa are also a race of midgets. And regular sized humans having children with midgets is completely viable so Humans having children with Halflings is kinda the same thing.
The only main difference between IRL & Fantasy is the fact fantasy settings have the gods asake tangible, irrefutable entities that often interact with their followers directly so that kind of shit would be hard to hide from your god. There are also sects that are clearly sexually oriented. The only thing that distinguishes sects from public religions is their organizational structure and the number of their followers. If all this is the case in reality, why should it be any different in games?
