Have you installed any mods other than Spicy and/or Gnomes, or manually edited anything? Either breaks the game with depressing regularity.
Are you playing a download, or online?
Adding on: you can use it to force new spawning checks in various areas including spider eggs for "Creepy Crawlies," and it's very useful in other ways. You get it by completing the "Ancient Treasure" quest.
download and no other mods but those.
how do i check that, i dont see it so maybe im just very very blind
so i have the book now and tried that and it just says 0 eggs laid and nothing happens after opening and closing it
Open "Creepy Crawlies" in the questlog and check for things that aren't completed yet.
Also, what day of pregnancy does the BoG say she's on? Most LI pregnancies are 20 days (15 for goblins, 25 for vampires), but Venomina and the BB "pet" are 7 including the first time.
Does it not give the option at all, or does it say you need to distract Balder? You need to give him a steak before you can impersonate him.
right now the book says day 1 zero eggs. it has been though the 7 days 10 times now and the quest log says to "gain the spider girl's trust"

so i turned affection degrading back to normal for a week and tried that thinking maybe that was messing it up but still zero hearts
Give us a Save copy so someone who knows what to look for can check it. Might be borked, might be something needed is missing and you don't realize it, might be something so obvious we're not thinking of it.
Worst case, DL and unpack from scratch again (including Spicy & Gnomes) and move your saves to the new copy.
i'll try without it this time. already played this game alot and was just trying to skip the grind untill this problem with spider lady

No option...bolder comes out of the house....stops...walk over to him...he turns and faces MC...no option to give steak or duplicate.

Did the MC came up with the idea to impersonate Baldur? Also, the MC need to have the shape shifting skill by now. Did you completed A Date with Beth?
