Ver 0.12.1 has this variable defined in script.rpy as

default fio_keys = 0

so if you update to 0.12.1 (or 0.12.2 when it comes out) and possibly need to start a new game, your problem could be fixed.

You could also try entering in console before you get this error,
fio_keys = 0
and save to get that included in the data.
