Im not sure if im just a dumbass, but ive beaten every trainer i can find, made all the hearts non-grey, and explored probably most of the map and still dont know how to trigger any h-scenes. After beating them they just talk, and there are no other buttons or options i can seem to find to say what to do.

for answer your problems, you must both beat every girls you find plus talk to them to have their affection. when you gain enough affection, battle them again with the correct time of day with each girl, each of them has a different time requirement so you must study this carefully because even if you win the battle but not at the correct time, you wont have fun with them. if you some how win any girls with the correct time of day, for example like noon - morning or evening, you will have a smug face which indicate that you will have 100% fun with them.
try my method, I have tested this for about 2 or 3 tries with each girl and it works.

Okay, I have searched this forum for aquatic maneuvers, cut, strength, fly, and swim and cannot find anything about this subject.

So, how do you get these moves? Where do I find them? And are they in the game?

I would like to just be able to fly to each city. I would like to go to the power plant but need to swim there. Then there is the Forrest near pallet town that needs cut. And digglet's cave that needs strength.

Dunno if any has answered you yet but:
You can view which pokes have the HM moves in the dex; they have some symbol after the name.
Usually the pokes that have them are evos, lean towards the end of the evo line.

Anyways some tips:
1. Would recommend picking charmander or squirtle as starter; cuz you can get an oddish on the next map, along w/ pidgey and rattata [useful against Sabrina due to dark moves]
1a. Speaking of the HM moves, Mewtwo is the best [having all 5], coming in 2nd is Dragonite [4/5; not sure where to get through so maybe need cheat mode]; but easy-ish to obtain are Charizard [Str + Fly], Kinglar [Surf + Cut] or Feraligator [Surf+Str+Cut]
2. Once you beat brock, recruit him. The random villain team spawns are uber annoying w/o a 2nd, at least when starting out
2a. Speaking of Brock; get a geodude -- It's evo has rockslide [AoE] and rollout [continuous]. Useful against said villainous teams + not having to rest
3. In order to get H scenes you gotta beat the female gym leaders then hangout w/ them & obtain affection. Gifting is the best way to get the points [if you gift the mons they like, usually their specialist type; viewable on the contacts tab (upper right, looks like some message thing for phone]

Still no clue how to get the NPCs

i think dev will return the animated scenes on future versions, like, i finished 0.4 and all animations were great, he will probably get them back, as he is not psycho to create animations and then discard them, as the game is on a remake process, so things are coming back slowly / also hope we get more sabrina content
