You need to do the quests after the 4th gym involving the murder mystery, find info about misdeeds, which before you finish the girl will plead you dont, if you dont give that info up, then the scene happens. Not sure if you need to find a specifc person to accuse, but I went with the

Terrible game design.
Everything and anything related to combat or progression systems or traversal is about wasting your time. Theres very little the game teaches you explicitly, just that moving around the world and doing things = pain.
Theres about 500 items you can browse through in same inventory menu that you don't even want to think about.
The sex scenes are very rare compared to time you spend grinding. The setup generally is you have a pet dog thats happy to see you, and they're impressed you are so good at killing other peoples dogs, and so heres a cg of your dog giving you a blowjob with some redundant text since dogs can't talk.
The story seems to be about some people making dogs look like humans using genetics and it's your job to stop or accelerate this.
Art is generally okay, its mediocre pixel art about pokemons, but getting to them is very lopsided towards waste of time that your brain can't justify.
The game actually made me think less of people who are into pokemon. They think this is good somehow? How revolting.
tldr: Install skip combat mod. Who knows, it might even be worth playing then.

First of all, not every game has a design team behind it to make "super realistic" graphics, especially in a pornographic game.
second According to the creator, at the beginning of the game it is specified that the game is focused on training your Pokemon, which takes time, and if you don't want that, that's fine, the exit door is a courtesy of the game.
third in the download area itself here is a walkthrough for you to find each scene and relevant pokemon as well as the level for such scene prerequisites and essential items as well as locations for such events... so it's not for lack of warning and signage that you're finding the scenes
fourthly given your interpretation of the story I can say that you don't even know pokemon and much less other similar games where I wonder what you are doing here because in my opinion you are just giving hate and unnecessary complaints
Fifth, what do you expect from a game made by a single person on a relatively old engine, which is RPGMaker, in addition to the detail of making all the sprites from scratch, just like animations of the same genre... in addition to dealing with bugs that may occur in these battle animations? Since you complain so much, why don't you make a game of the same pornographic genre with Pokémon and send it here ALONE? I'd be happy to appreciate it and see what it would be like and give an honest review.
sixth, a mod to skip battles is not recommended when you can make a shortcut file and put debug at the end of the path and you can now level up the Pokémon to the maximum necessary to hitkill in addition to speeding up the battle to pass in a fishing of eyes since certain scenes depend on how you do in the battle... it's not for nothing that you found so few after all you don't meet the prerequisites

congratulations, you've just described gameplay in every game ever. they are literally designed to pass time enjoyably, that's why gameplay exists at all. if your complaint is that it isn't fun, that's an entirely different issue, and all it means is that you don't enjoy the monster trainer or classic jrpg genres. that's fine, no game is for everyone.
this game teaches about as much as any mainline Pokemon game prior to generation V or VI. some of us prefer not having our hands held through every moment of a game; we like being allowed to figure things out for ourselves. again, no game is for everyone, so if you hate figuring things out on your own there are plenty of other games for you that don't let you do that.
that is literally the inventory system from the mainline Pokemon games. sure, it has issues, but a Pokemon fangame faithfully reproducing systems from official Pokemon games is not really a point of criticism in my opinion. (not that this dev did so, that credit belongs to the devs of the Pokemon Essentials toolkit.)
again, if you don't like Pokemon games, i'm not sure why you'd decide to play this one. grinding is a core part of the monster trainer genre.
Hello so is there any potential cross play like mobile in the future (not to rush but I checked the game in PC and it's good)

i did not attack you for being a casual, i merely suggested that if you don't find the game enjoyable it may not be for you. different games are designed to appeal to different tastes, and if you dislike grinding battles to strengthen party members and coming up with strategies to defeat tough opponents, you may wish to focus your time on games without those elements.
notably, you seem to have ignored the warning in the OP that this game would be difficult, requiring both strategic play and knowledge of the basic systems Pokemon uses, and potentially also grinding. it seems as though this entire issue could have been avoided had you either read that note or taken it more seriously.

Aside from stuff that's like a quirk of the RPG maker engine, I'd argue it just sounds like you've never played a pokemon game before and just don't like how they play. The gameplay, exploration and everything you say isnt explained are so easy to understand literal children play pokemon games. You can just not like it, that's perfectly okay but it really feels like you just broadly dislike the monster catcher/battler genre entirely which isnt really a criticism against THIS game. But also, you criticize (or believe you're criticizing) something without insulting the people who actually like it without insulting them unprovoked.
I also think that the sex scenes are fine. It's good you're not bombarded with them because they should be rewards.
