Have you played through the whole game? I'm also on PC and I'm not having this issue. Part 2 starts after the protagonist breaks his arms and gets caught banging the red head. There's no notification in game that lets you know what part you're in, if you're past this screen you're in part 2.

The zombie game you are referring to is probably Zombie's Retreat, if that's the case then no it's not the same dev but I think it's the same artist.

This game does have IC (mom, sis, aunt, cousin)

The port includes Part 1, Part 2 and the Mini DLC (1.1.0). It's the same as you would download the game from the Download section and play on PC.

If you meant the IC patch specifically, the patch overwrites all game files containing landlady, roommate and friend strings, so the custom relationships should apply throughout the entire story.

I haven't tried the pc version yet, but the android one is definitely missing part 2. There's no scenes with Fiona, and we never even meet Catherine's boss.

I haven't played that game yet so I don't know if and what scenes/story parts are missing. The only thing I can tell you for sure is that the Part 2 seems to start fine. Someone who has played this game should be able to give you a better answer.
