Are all Japanese pedophiles?
I didn't see any child characters engaging in sexual activities in american adult games.
But in the japanese adult games, most of the female characters looks like 11 years old(although sometimes they have ridiculously large breasts).

Probably a few things, first off compared to Americans the Japanese are much smaller, both height and avg breast size, making it more convincing for porn makers to get around censorship regulations. "No mister politician, she isn't an incredibly underage girl, she's just short like the rest of us are!" kinda thing. The other is likely a more cultural reason, for a lot of recent (defining this as last 100 years or so) american history most of your allowable sexualization of women was via photography, we put it on planes, we put it on cars, we hung it on walls etc. Which means generally speaking people know who put it up there and if you put up something too extreme for the times people know who to ostracize, a busty blonde with high heels guys can get away with a flat short girl with a giant banana shadow infront of her face not so much. From what I understand historically speaking for Japan around the same time frame it was either art kept in scrolls people would unfold (aka not on public display) or was in novels which means it takes a bit of work to get to the socially ostracizing parts, making it easier push boundaries as well as to keep it hidden. Same sorta idea with porn animation/manga, because it wasn't publicly flaunted for the longest time it was easier to add in more extreme content because random visitors who see your car/house wouldn't immediately peg them as a perv.
