On the map, you can see the icon to go see the guy (Iro, I think), so if it doesn't appear, it's a bug.
Try to see in the task list if another one is not validated. I had a bug where a task was not validated if I didn't make a specific choice, and I could redo the task in a loop until I made the choice that unlocked the game.
