So yeah from reading the quoted rule on the ban it sounds like Itch is going the same absurd route as Steam about not being able to show pixels that represent a minor in an game that has adult content, even if the minor is not at all sexualized or around the adult content of the game. So I'd assume it was showing young Jesse being rescued, and the doctor's appointment scene flashback with MC and Jesse that doomed the game there.

Why is asking Jesse to go topless at the beach forced? I managed to avoid it by choosing "Of course! That’s why I came here!" do the massage on the other day and then just ignoring the quest when it came up again.
But is it still canon even if you don't do it? And are there more unavoidable scenes like this later on?

I can't believe this is still a problem more than 2 years later; was only able to progress by giving myself money before talking to Fred.

What do you mean? I quoted everything. It's as Sancho described it:
Day9: Proceed in this exact order -
- Talk to Fred and obtain the info needed on the amount (not having the $800 yet is imperative). View attachment 2700147

So yeah the MC does always say he doesn't have the money, clearly the Dev intended the order to be Talk to Fred > Talk to Jesse > Talk to Monica. But it's not coded to force that order, and there is no alternative conversation in the script where he actually tells Jesse he does have the money when jogging. But that doesn't really matter in the long haul...
If you talk to Monica about the loan then the following gets set:
$ pl.set_money(+800)
It doesn't matter when you have this conversation with her. You ALWAYS get the money.
Also if you tell Jesse she can pay then:
$ pl.set_money(+800)
And as Sancho said, you can do both too... But either way you should have over $800 and be able to talk to Fred to advance. The only way that's not happening is if you screwed with a variable or if the game glitched when you tried to CTRL skip through the conversation where you get the money or when one of the other required conversation variables was set. (It's rare but CTRL skipping can occasionally cause a variable to miss getting set in Renpy games)
The variables that Fred's conversation tree looks for to say "I have the money" are:
MC_CanRecordTrack - Has to be false, and is only set to True if you have the $800 when you first talk to Fred about Cost.
Fred_TalkAboutTrackRecord - Has to be True. This variable is set when you first talk to Fred about renting the studio.
Fred_TalkAboutTrackRecordCost - Has to be True. This variable is set when you first talk to Fred about the actual cost of recording.
MC_MusicDone - Has to be True. This variable is set when you click the Guitar in your bedroom and finish the music on the previous day.
pl.money >= 800
So again there is no way that you should be getting soft locked from Fred?

Hey there, my sweethearts!
Guess where I ended up today? (winks)
I sneaked backstage while no one was looking and caught our tireless dr.mad right in the middle of his work. At first, I wanted to drag him off for a cup of coffee, but he was so deep in coding that I just sat down next to him and listened.
And here’s what he shared with me:
First Week of Autumn
The season has only just begun, but we’re already brimming with exciting news. The first autumn week turned out to be incredibly productive! A lot has been done, and there’s still more ahead — but the vibe is just amazing.
Code, Code, and More Code
This whole week, dr.mad has been working on the code for the third scene of the third event on day 25. It’s routine, not too complicated, but really important.
And today, he already moved on to coding the hottest event of the upcoming update!
Very soon, we’ll begin testing the game — and after that, the new update will be right around the corner.
A Surprise for You
Remember the poll we ran to decide which girl would be the first to appear in Virt-a-mate? Phoebe won back then. Well, we kept our promise — and she’s finally here, ready to delight you in your favorite scenes!
We’ve attached a little video to today’s post, made by Mad especially for you. (Be sure to watch it until the end — there’s a tiny surprise waiting there ).
To create the video, we used the Go Clubbing scene by PrimeMocap — huge thanks to them for such an awesome drive!
Within the next hour, we’ll be releasing the AddonPackage, available to all patrons with the Blue Pass tier and above. Later, once the next character is released, Phoebe will also become available for Yellow Pass patrons.
Plans for This Week
This week, we’ll keep working on the final event and start testing. Everything is moving steadily toward the finish line!

I have same problem forced peeking not avoidable later after week 15 they ask mc what to do with all female love interest atleast what to do with Phoebe,susan, yui we want to continue or we want to continue relationship with all of them I m on Jesse path why they are asking what to do with this other girl as I m sleeping with all of them and again after that choice they show phone who prepared dinner for mc and crying because mc never come they show yui who is in deep thinking about how mc left her for jess atleast give us a chance to have conversation with all this other female which we don't want to pursue as lover that our mc telling them he want only friendship with them they give us choice what to do with other females but never implement it all females is in love with mc anc crying my hearts is beating like I m flirting with all females but I m on jess path
