Yes, basically. I can't remember the exact details (but you can search this thread and find them), but I think it's that you have to be on Natalya's route but not Jasmine's - you can't have had the sex scene with Jasmine after winning the race.

I don't know what the reason was, but I'm sure it was done for a reason. I wouldn't call it poor game design just because I don't know the reasoning behind it. If, for instance, it was an error in coding that meant something should happen and didn't, then it would be poor game design.

It is not. It is consequence of the writing. And your choices. Because you rejected Jass and not Nat. Jass is falling for MC (no matter if you don't pursuit her) and curiosity, competition and jealousy push her into it. Or something like that, i think,it has been a long time since i last played it. But replay both and try to think of the differences in how it play out and how Jass react to the whole thing. You'll see it. It make sens. From what i remember, if i don't miss remember^^

Naw it's an unnecessary split of the scene. It's these kinds of decisions that cause devs further problems down the line when they suddenly find themselves dealing with spaghetti code which just means even longer dev cycles.

Seriously, it's just a bit of a pity that you have to skip such a scene if you want to follow Jasmine's route. And the fact that you get a blowjob anyway creates the feeling that you're going down the wrong route, which is why the scene isn't complete.
