The Great Thunder Steel Raiouger sounds better in my opinion, if making a little less sence. Apparently there are a few new scenes but nothing much. Maybe worth playing again if you haven't played the last one in a long time but you will probably remember most of the stuff anyways. Gaptax has a certain art style after all that is not easy to forget.

Kagura picks games that have already been fan translated. They do the corrections and fix some bugs and then profit. Can't blame them really, good business model.
