The censorship is baked into the art and also somewhere else, so just swapping the art does nothing. I don't think anyone cares enough about this game to uncensor with that in mind, so I say just go for it.

Other than the "Unemployed" who want to enter the country for "Work", I don't think I've found any surefire way to tell if someone is a criminal or not. Actually scratch that. I think even those can be legit.
I've had CEOs (the IT something that means IT company president) who were 20 of age, looking like obese middle-aged man who were completely legit, as well as CEOs who were 57 who looked like a teen and who were legit too.
The "Travel History" is actually ALWAYS "None" since it's directly part of the image that makes the UI. No information to be found there. Same for sex, always M. Name doesn't matter. So it's just age, portrait, occupation and what they say. Given that age isn't linked to their portrait, age doesn't matter. Occupation appears to mostly be to tell you how much money to expect from prostituting Rebecca to them.
Portrait might be the only relevant factor aside from what they say, though even that is questionable. That's why I resorted to saying "yeah sure, come on in" anyway because with the regular folks and bigshots coming in, you get enough of a positive influence on the city anyway. Not like winning is that hard once you realise the bigshots alone are enough to cover the remaining 1.6 million of your debt. And if not, interrogating the wanted list criminals will make up for whatever's left.
