It's because literally no one agrees on what the term means or how any given person is using it at any given time. While the people who want to avoid NTR and the people who are looking for NTR have different expectations and assumptions that tend to run counter to each other.

And because this is the Internet, no one actually listens to anyone else or tries to understand what they're saying rather than just strawman arguing against phantom windmills, so eventually you just wind up with everyone psychotically living in their own bubble and yelling at the voices in their own head.
