When starting game it will give you a few options to choose, among them whether or not you prefer animated scenes instead of static. Also, IIRC, you can choose it in the options menu.

To me, what is reasonable depends entirely on the skill of the writer. A lot of games on this site would benefit from focusing on a smaller group of characters (most devs here are programmers or 3d modellers first, and writers second … or third … or hundredth), but I don’t think that situation applies for the team at 4-Minute Warning.
