That's not how parking works lol

As you'll notice, there are parking meters on both sides of that street. If just 1 car parks on the right-hand side of that street (from the image's POV), the street is blocked.

Seems to me that the car in the foreground (on the right) is driving not parked and that the meters on the right side are for what look like motorcycle spots on the sidewalk (darker "pads" to the right of each meter).
