You need to to do "Photo session requests" at the Offices until you hit lvl 18, then do the main quest.
i cant move on im at lvl and i dont know where else to go i talked with all the girls i can fine

Did you talk to the girl at the exhibition center? She's there on wednesdays and saturdays IIRC.
