Same on my side. I literally started a new game a update ago because I had issues with the game progressing. Got up to that part and seems it won't trigger the new stuff. I did meet girl (can't remember her name) that sales the yacht but nothing after that. I can't get anything beyond that part. So must be a bug in the last update or between that one and this one.

What's new:
Talk to Emily. It seems that experiments with pheromones have led us to an unexpected result. Now Emily can't live without your divine nectar. I think this can be used as a lever to keep her in check
Go to bed, and in the morning, talk to Elizabeth (This quest will start automatically). This lady arrived at your mansion with a bonus, a great new car, but it seems she missed something
Talk to Cristine at the yacht club: This will open the opportunity to visit the pub, drink a glass of beer ... And make new acquaintances with the barista.
There is also an opportunity to drop by the cafe, where another interesting quest awaits you. You have to discover someone's identity by rummaging through the newspaper archives. (I wonder where you can find these archives?) And get a stunning bonus at the end.
Added: 2 types of training, two amazing animations, for Elizabeth (one training will be added immediately, the second after completing the quests above)
Added: street work for Chloe - another great animation.

- Visit the pub to see Cristine. Step by step, you are getting closer to making her fall in love with you.
- Pamela's new training will start automatically after visiting the pub. Her long tongue should only be in one place, if you know what I mean. (+ animations)
- Go to the cafe to meet Kacy to start the implementation of the hellish plan of revenge.
- Clementine's new training will start automatically after the previous quest. It seems time to clean up some holes a little (+ animations)
I've done it in the office but there's still no change when I want to interact with the pharmacy, is this a bug?

Following the first 3 steps from version 2.19 should do the trick for you if your save isn't bugged.
Than it seems like I'm bugging. I have everything opened with Emily (clicking "talk to Emily" shows me that there will be more content next update) and I have "Shopping Day" unlocked already

Yeah it is easy to get your game bugged sadly enough.
Best way to play this game is to follow the steps Tinwoodman gives with each update.
And make saves regulairly.
So if you got an older save wich you know it isn't bugged load that and from there follow the steps given by tinwoodman with each update.
That is how I have kept my game bug free so far.
