I'm also torn between this version and the one from SSKtJL. Both are top tier for me, but the outfit of the Arkham Knight one is absolutely the best one we had so far, at least for me.

Arkham Knight. It was popular until Injustice 2 came out and everyone started using that Harley instead.

injustice feels like a substantial downgrade to me
I don't mind IJ2 Harley personally, but I don't begrudge you that opinion since I think the same of Catwoman and that her Arkham designs are much better than her IJ2.

Definitely better. IJ2 catwoman has that blocky face, almost masculine.
