Well, the PWB only apply their rules (pretty sure spamming threads with meaningless posts is against the rules somewhere) when and where they choose to with little or no consistency, so expecting them to do the right thing is .

there is rule for that but it is used only in special cases like if poster makes tons of posts inside short time.

as for fan art: there is rule for that too which states fan arts to own thread.
