Nope. Futa have vaginas. Dickgirls don't.
Honestly the massive balls should have tipped me off. But I've seen futa both with and without, and I like futa content. The same argument happens on the Futadom World thread every so often because there's not a single 'futa' in it. Just a bunch of dickgirls who the devs incorrectly claim are futa. They usually end up boiling down to "because the devs said so", lol. That in their world, dickgirls are called futa.
The only video of the ones I downloaded that I kept was Corporate Training because I liked the 'femdom' and the 'reverse femdom' in it.

So, a futanari character can look like a female and have only twig and berries for genitals OR have some other hermaphroditic combination. It's up to the creator of the character to say whether they are futanari or not, if these characteristics apply.

Male -> female transsexuals who took hormone therapy are not futanari characters. Some people label them as "dickgirls" when it comes to porn.
