This kind of rpg maker game is barely what I would call coding even, its honestly quite simple. Art/writing tends to be the hard part, unless you go nuts and try to do wild combat and custom scripting and stuff (and even that is mostly just finding scripts someone else made).

This is fairly common. Artists trying their hand at producing a RPGMaker game to help sell and promo their art but ultimately find the whole game dev part to tiresome to commit to. Which considering he has a full-time job too I cant really blame the guy.

Some games even get produced like this. You know the type. The only "basicly a gallery" games where you walk around town clicking on hearts above heads.
