It doesn't have to be powerful as long as there's hardware decoding support.
So basically "younger" is better than "bigger". (WTF am I saying LOL)

But I think " video placement being wonky as fuck " does not sound like decoding speed problem?

Is there a way to play av1 in phones without having the video placement being wonky as fuck ?
AFAIK MKV isn't an ideal file type for phones (this is why MP4 is so widespread) and AV1 requires more power to play a file.

So like the other guy said, its a mix of having a more up to date phone and a better video player.
