Right, it wasn't on the same day. If it was then the same events would replay. The first time was 20 years before the first day. Time passed in 2019 between the first and second jumps. It was several days after that he went on the second jump, and it was 20 years before the 2nd day. For simplicity's sake let's say the jump is exactly 20 years in the past to the exact time that the person leaves the present. So if you left on 7 September, 2019 you would arrive in the past on 7 September, 1999. If you left on 14 September, 2019 you would arrive on 14 September, 1999. If you instead left on 9 November 2011, you would arrive in the past on 9 November 1991.Just two mistakes i randomly noticed in your reasoning:
1) Factual error: MC is not teleported to the same day the past LI's are mentioning that he was gone a longer time, and they tried to reach him multiple times on his nokia.
2) invalid/unverified assumption: is it verified that the time jump has always exact the same time? Sure, ubdoubtly MC was teansported back in the past about 20 years two times. But is this enough to consider it as a fixed value? It could also be very well possible, that the amount of energy relesed by the incident in the powerplant initially led to much longer time jumps, as for example 40 years, and due to declining energy in the rift, the time jumps would be getting shorter. MCs time jumps are simply in such a short period, that a small decrease in jump time wouldnt be easily noticable.
It's a moot point anyway after the second jump, since the mysterious stranger closes the original rift afterwards. The sample size cannot be increased but it seems like the proximate time that passed in 2019 is the same amount that passed in 1999. I think that in itself is more of a valid assumption then your speculation that the rift is completely variable otherwise with all of time/space would it have sent him to 1999 twice? The range of all time as a variable would make it too large to go through twice.
