you can see that scene during MC's date with Skylar, well same face, same eyes, same hair just older.

Most of them look very similar, and why would the adult have the same hair as the teen?
Why wouldn't she have the same hair? It's not like it is imposible for someone to have the same hairstyle for years.
And considering HS limitations the faces in this game are fairly different, only related characters share the same faces.
If it is her and she was following MC, i would say she is an agent working for the other faction, similar to April.

But if she is an agent, I wonder if for some unknown reason she had instructions to cause Tiffany's break-up by sleeping with Eric. And if in 2019 she's undercover to get info on Shelby's dad's organization, she's really taking more than one for the team
