I looked at the fight scene again and she might not necessarily be his girlfriend. But she seems to have lead to Tiffany breaking up with Eric.

Tiffany: "You're the one that lied about fucking that skank!"
College girl: "Hey! I'm not a skank!"


Khloe later tells us her name is Tori and "she's a little firecracker, you don't want to hold her in your hand too long"

you can see that scene during MC's date with Skylar, well same face, same eyes, same hair just older.

Why wouldn't she have the same hair? It's not like it is imposible for someone to have the same hairstyle for years.
And considering HS limitations the faces in this game are fairly different, only related characters share the same faces.
If it is her and she was following MC, i would say she is an agent working for the other faction, similar to April.

By "similar to April" do you mean she might work for the same good faction as her (and the masked old man)? Because it really seemed she wanted to call Eric and his goons in the truck scene.

But if she is an agent, I wonder if for some unknown reason she had instructions to cause Tiffany's break-up by sleeping with Eric. And if in 2019 she's undercover to get info on Shelby's dad's organization, she's really taking more than one for the team Poor girl deserves a good fucking at the 1999 party, to get her through the tough times
