what is the max compliance for vlester have done all the quests but Misaki stills says it hasn't complied yet when I ask about recent events in the throne room and do you need rebel fights to get max compliance?
Vlester's max compliance requires a bunch of quests and Rina to be fully corrupted. Have you met the duke yet? If not, there's a guy standing in front of a doorway in the commercial district you need to talk to in order to kick-start that quest chain, but he only shows up after you get compliance to a certain point.

I have completed all the duke missions. I think there are flavor texts that just aren't updated yet

All of them? You should get max compliance once you overthrow the existing duke and replace him with his cousin, which needs Rina to be fully corrupted also. It should be really obvious when you are at full compliance since everyone in town has a line like "I don't like you but I'm glad the violence is over"

do rebel fights raise compliance I am currently at 13 for vlester.

I honestly have no idea how you are not at fully compliance if you've already gotten the scene where Rina helps you kill all the rebels left in their headquarters. But fighting more rebels when entering the city doesn't help at all.

it is not the mayor flavor text it is Misaki throne room flavor text

Did you explore the town and complete the quests there?
0. Corrupting/corrupted swordswoman
0. Rid the rebels in the abandoned shop
1. Merchant in the townhall; might needa do that trade network side-quest for one of the other towns too.
2. Docks
3. Bank
4. Barracks
etc.
Believe that's what DumDum1882 meant by duke's quest
Afterwards, you'll need to talk to the cousin [at the bar] and do around 2~3 tasks.
1. Finding a list of names
2. Getting rid of the rebels & replacing the current duke -- Which I believe finishes the town.

Ps. You might have already done this and need one, or more, of the others. Don't think the checks were done properly, so it just says the latest, rather than which towns is still needed.

How do I progress on the rebuild the capital quest?

How do I trigger the new religious quest?
The capital quest will progress naturally as you do other quests, mainly nobility quests for now but there will be a few religious quests that progress it as well. The new religious quest can be unlocked by progressing the rebuild the capital quest to the point where you meet Bogthos in the new castle, and have Erina at level 4 after completing all previous religious quests.

Is the new religious quest fully completeable in 0.2.12, or does it only go up to the point of Umes reacting to a couple of the people in the Hypatia Religious District, but still saying that he hasn't seen enough people support me?

The quest can be completed in V0.2.12. You might just have a lower commoner compliance level than is needed to complete the quest, as it is possible to miss out on a commoner compliance point or two in favor of a nobility/religious point depending on your choices in previous quests. If you've completed all current quests, and don't have enough compliance points for commoners, V0.2.13 has another quest that is a guaranteed boost in commoner compliance.

The capital quest doesn't progress for me. I have done the nobility quests, and the guy is still stuck saying it'll be a little longer.

What does the capital look like on the overworld map? Is it completely in ruins, or is one corner rebuilt/clean?
