He has to available after you lit up the second shrine (The one at the beach hut, east). Note that this version of the game still has various glitches and certain npcs just can't seem to be available (Haven't encounter one so far). Also, it might have to do with how many quests you've completed.

You have to replace the data folder whit the trasnlated one, i would adivise to just wait 2 - 6 days until the real translation is done, mtl translations are garbage.

I double checked for that and you must interact with all the characters that have a sexual intercourse available with the first shrine. After so, you can turn on the other shrines (all of them even). Also, I think that it is a must to help a npc that needs you, like, 3 times… but I don’t remember and I am not at home right now.

thanks for the info i will try this out, if you dont mind me asking, how do i have interaction's with the guy in the cow shed, he keeps talking to himself so i assume i need more shrines to have interactions with him?

Right! Well, the thing is that you can’t interact with him at level 1 of lust. The only characters that are available are:

-The two guys at the start (the cave does not matter)
-The black guy
-The guy that is standing, one area before the black guy
-The boy and the guy in the inn
-The old man
-The purple guy in the town, near a house
-The guy in the beach
-And the one you asked for (the one in the little house near the ghost)

And I think that is all hehe. (I think… hope I did not miss someone)

You need to finish the village chief's "Kimono Photo Shoot" event and talk to him again. You can hear about his grandson (Shingo).

The Festival is always crashes and glitching any advice on how to fix this?

It's best to not reveal/activate the shrines in one go.
You know how in Spaceship Todoroki where you can just get all 3 X-Antibiotics, but you have to interact with an npc to start the events from stage 1 despite having 3 antibiotics already? Don't do the same thing with this game. Activate each Shrine in order A>B>C>D>E. Once you activate a shrine, make sure you view all events that gets unlocks within the shrine you just activated and don't forget to go to the festival frequently by the moment it's available.
You might wanna start a new game if you don't have back up saves.
