You need to buy the base game - which allows you to upgrade to V2.0 that contains the DLC.
Then you need to buy the DLC activation code to unlock the DLC in your V2.0.
The version here is V1.1 (don't hv the DLC).
Pretty sure they did this for anti-piracy, since day 1 sale is always the most important.
When it get cracked down the line, doesn't matter as much anymore.

also a little unrelated but i think i lost my save data while installing the version below \/ ;_; anyone know a way to restore or get a completed save file?

If you did create a cloud save before, you can restore the old save that you have but this below won't have sync so you might need to backsave it somewhere

So it seems Steam version is lagging behind the itch one. I'd wait longer until it's catch up and the dev done patching
