You don't. It is called "mod", but it is more a kind of rewrite, stand-alone, or if you prefer, "mod", but as in "modified version", not as in "modification to the game". If I did not lose something, at the moment, they are waiting for the original to be in a +/- stable state, before completing the mod, though the mod is nonetheless playable.

Ask around for an older version; probably ask in the game's main thread since people are more chatty and might have a version of the game/mod where Mystique is fully implimented.

No. This mod is horribly outdated and so far outside of discussions and planning, there have been no actual attempts at making an updated version due to the code changing every update and performance being shite. There were plans to make a standalone version of the game and have the mod be easily installable DLC, but as far as I can tell, it hasn't happened yet and has fallen through even worse now that the Chonkymod bit the dust a while back.

This mod may never be updated again.
