for the most part, you need to get all the girls to at least 250 (sometimes 500) obedience and at least lvl 4 (level 5 for laura). only kitty and storm require photo or paperwork from desk. this may have change since the last time i played the game but the principle is the same

Just tried this out with my lvl 4 Emma, still got in trouble without any option to any sort of bribing. Don't know what the reason or issue is here someone pls help
