When finding people to repopulate Oakshire, are there characters to "recruit" aside from the enchantress, the innkeeper, and the healer?

I encountered a bug where when playing the mission in Summeredge during Act III when you deal with those Tilanese guys in the slums. After I fight the Tilanese mage guy with the two will-o-the-wisps or whatever, my character is suddenly stuck at the edge of the slums and can't move.
Try the walkthrough or wiki instead of posting a useless link.
Or better yet, when using search functions, use specific key words instead of full sentences, i.e. horse cum.
IIRC, you go to the area where you can find that elf priest girl who was caring for her brother, then head to the area north of that. You should find the horse eventually. And you should probably have Ruksana in your party.
So I got several questions maybe less so I apologize ahead of time, so first to go to sinsk how to build the bridge, then in the castle whitemoon how to meet the ghost lady, thirdly for Rilke quest where to go for her
where i can find the ingame galley(not the mod)? and where are the perk point? anyone can help?

The perks are on the mirror (on the right, next to the buttler) in the throne room on your castle, and the gallery is on the left side of the same room (looks like a small box).

Just got back to Rilke's cabin and there's a letter there saying I'll never see her again is that really it for her?
