In this case at least it's made clear from the start it's his intention and the justification is solid - he's a barbarian king who takes a "father to his men" approach to keep his army motivated, letting them share in all kinds of loot and etc. It also emphasizes how little he cares about the two heroines as well, he isn't out to make them personal sex slaves, he wants to break them so they"ll obediently sell out the kingdom's secrets. It's not judt for gangbangs, other men take part in the training early (in solo or dp scenes) on precisely to crush their hopes of at least being treated with some dignity as wives.

It all hits very different from those games were the protagonist puts immense effort into enslaving women and then out of nowhere turns around and goes "hey wanna fuck my girl?"
