Another question, did the games run for you?

Even with the locale emu, the games just didn't open for me for some reason

They do run for me yes.
Make sure you have a Japanese locale perhaps?

1) Click "Start" (Windows logo at the bottom left corner of the screen)

2) Type "Region and Language"

3) Click "Region and Language"

4) Under the "Administrative" tab, click "change system local"

5) Restart computer

Copy pasted some instructions from an old JP RPGMaker game.

FYI you can ctrl-C on that popup and then paste it into a translator to see what the actual error is.

Using Google Lens I can say that error is sayin'...
"A load violation error for game.exe at address"
