I don't remember when exactly it gets unlocked, look at the quest hints if you can do something (or you have to talk to someone).
Probably Bill or Lilly have something to say about it...

Short answer:

NTR stands for the japanese words netorare and netori:

Netorare:
The partner cheats on someone (often the MC) in a steady relationship, the partner is also been taken away.
Being the victim of NTR.

Netori:
You are stealing someones partner by youself
Being the culpit of NTR.

No point in defining the meaning of ntr.....the meaning changes from person to person. in these game, the mc's father is not allowed to fuck his own wife without players screaming ntr because every girl in their eyes are a love interest. This argument gets annoying super fucking fast.
